在モーリタニア日本国大使館 原野和芳
今月のテーマは上下水道、食糧、し尿やゴミの処理などについてみていきたいと思います。 ○上水道は国の20-30％を網羅しているといわれますが、おそらくこの数値は都市部などインフラがかなり整備された地域においてという制限つきと思っています。首都ヌアクショットのある一部の高所得者や外国人の家屋を除くと、上水道が完備しているという施設は少ないと思われます。多くの市民はタンクに水を詰めて市民に供給する水配給車から購入し、飲み水はボトルを購入したりして賄っていますが、上水道からの水を利用するより結果的に高価になっていると言われています。上水道の水源はイデニ（Ideni）村の地下水をくみ上げていましたが、急速に増える首都の人口に応えるために、2010年11月よりセネガル川の水を浄水することになりました。河口約50Kmから水を引いていますが、このセネガル川周辺に400万人近い人が河川域で生活しており、家庭工業排水全てが何の下水処理もなく捨てられています。微生物のみならず化学物質や重金属の汚染も心配されていますが、微生物以外の水質検査はされていないということです。 ○最貧国のモーリタニアにとって食糧不足に困らなかった時代は無いといっても過言ではありません。国土の3分の２以上を砂漠に覆われ、田畑や農耕に適しているのはセネガル川沿いに限られており、そのほかの地域は家畜の餌になる草木を捜し求めての遊牧という飼育方法になります。定期的に起こる旱魃のために田畑は言うまでもないことですが、遊牧民の家畜の餌となる僅かな草木さえも気候と計画性の無い家畜の食糧となるために緑はますます失われています。日本はこのような食糧不足に対して毎年食糧の無償資金援助を行い、育ち盛りのこどもたちや飢餓に苦しむ人たちのために援助していますが、自立できるための食糧支援まではまだまだ道半ばといった状況です。 ○下水処理は公には10%となっていますが、実際に下水道局の責任者に確認したところ首都の2-3％と言われていました。これは急速に増大する人口に対し、上水道は何とか需要に追いつこうと努力してきたのに対して、予算も関心はむしろ向けられなくなっているという由々しき問題となっているようです。1994〜2000年まではまだ処理された水質検査は行われていましたが、検査機械や技術者の退職などと相まってそれ以降は検査さえも出来なくなったという話でした。何度も政府には改善を要望されたそうですが、残念ながら具体的な改善行動は無かったように聞きました。地面の砂の中に塩分が混入しているために塩害が進む中、水道管の損傷と下水問題が今後は上水道に影響するかどうかは注視しておく必要があるでしょう。し尿については衛生車（汲み取り車）が家屋や施設をまわっていますが、水利省と民間の会社があり、値段もサービスもほぼ同等ということでサービスを展開していますが、テントや掘っ立て小屋で生活している住民は当然ながら路上の草むらでことを済ませ、し尿を放置しています。 ○ゴミ収集はピッツォルノという仏系の会社が請け負っていますが、富裕層や外国人住宅以外では町に散乱しており、何処に行ってもゴミの無いところはないというくらいペットボトルや空き缶、電球、ガラスの破片、腐乱した食材などがあり降り魏ねます。衛生的にも問題ですが、これを家畜である山羊や羊が見境無く食べることには驚かされます。遊牧民であったモーリタニア人は貧富の差無く、少しでも所得があれば山羊や羊を飼って、お祭りや特別の日にはこれを屠って皆で食べます。これらの家畜が殺虫剤の缶や染料、腐った残飯、ガラスの破片を食べることが家畜の健康のみならず食物連鎖としての人間の健康に影響を与えないかどうかが政府民間を問わず有識者たちが憂慮する問題のようです。

About 20 to 30% of coverage of water and sewerage services has achieved in the country, but I guess it is only in urban areas, Even in Nouakchott, the capital of Mauritania, only rich people and foreigners can use the complete water and sewerage services. Most of residents buy the household water from the car carrying water for delivery. City water is pumped from the underground water of the Ideni village, but the growing number of population has urged the use of water of the Senegal River since November 2010. Nearly 4 million people live along the River, and used water from households and factories are drained into the River without any sewage treatment. Pollution by chemical substances and heavy metals as well as microorganisms are concerned, but water test is only for microorganisms. The country has suffered from shortage of food. More than two thirds of the land is covered with the desert, and only river side of the Senegal River can be used for fields of rice and other crops. Other lands are used for nomadism, and scarce greens are very important for raising livestock for nomads. People often face the shortage of food and Japan offers grant aid for food shortage every year, and supports those suffering hunger. It is still long way for self-sustainability. Official sewerage services covers 10% of the population in the capital, but 2 to 3 % seems real figure according to a staff of Sewerage Bureau. This reveals the rapid growth of the population couldn’t catch the services. From 1994 to 2000, water quality test was done for used water, but these days the test has not carried out due to shortage of staff and equipment. Salt is contained in the sand, and the potential damage of water/sewage pipe could be predicted. Garbage service is done by the French-owned company, but once you get out of the areas where the rich live, you can see pet bottles, empty cans, light bulbs, pieces of broken glasses, and decayed foods all around. It is horrible to see goats and sheep eat the garbage, because Mauritanian eat goats and/or sheep on the occasion of festivals or special days regardless being rich or poor. |
